for ‘humanitarian truce’, civilian protection
Prior to taking action on the resolution, an amendment led by Canada did not pass, as it failed to reach the required two-thirds majority.
That amendment would have “unequivocally reject[ed] and condemn[ed] the terrorist attacks by Hamas [which] took place in Israel starting on 7 October 2023 and the taking of hostages”.

UN Secretary-General Strongly Condemn Deadly Attacks in Israel
7 OCTOBER 2023
The UN chief is deeply concerned for the civilian population and urges maximum restraint and that “all diplomatic efforts” are made “to avoid a wider conflagration”, the UN Spokesperson said. “Civilians must be respected and protected in accordance with international humanitarian law at all times.”
With deepest condolences to the families of the victims, the UN chief called for the immediate release of all abducted persons, Mr. Dujarric said.
“He stresses that violence cannot provide a solution to the conflict, and that only through negotiation leading to a two-State solution can peace be achieved,” the UN Spokesperson said.

The UN Security Council has been meeting at UN Headquarters in New York for a scheduled quarterly open debate on the ongoing conflict between Israel and Palestine, now given greater urgency by the Hamas attacks of 7 October and the deepening humanitarian crisis as the Israeli bombardment of the Gaza Strip continues. The UN chief said the situation "is growing more dire by the hour", repeating his call for an immediate humanitarian ceasefire.

“For nearly two weeks the people of Gaza have gone without any shipments of fuel, food, water, medicine, and other essentials. Disease is spreading. Supplies are dwindling. People are dying,” he said at a press conference in Cairo alongside Egypt’s Foreign Minister Sameh Shoukry.
Mr. Guterres is in the Middle East to witness UN preparations to be able to deliver massive support to Gaza. . .
The UN chief called for two immediate humanitarian actions in the face of the humanitarian catastrophe.
“To Hamas, for the immediate and unconditional release of the hostages. To Israel, for immediate unrestricted access of humanitarian aid to respond to the most basic needs of the people of Gaza.”
He also called for an immediate humanitarian ceasefire to help realize them.
"Let me be clear. The Palestinian people have legitimate and deep grievances after 56 years of occupation. But, as serious as those grievances are, they cannot justify terror attacks," he said.
"And as appalling as those attacks have been, they cannot justify the collective punishment of the Palestinian people."

The attacks by Hamas and other armed groups on the 7th of October that targeted Israeli civilians were horrific and unjustifiable.
At the same time, WHO is gravely concerned about the health and well-being of civilians in Gaza, who are suffering from bombardment and siege.
I also deplore the attacks on health care in both Gaza and Israel, which have led to deaths and injuries of health workers and patients on both sides.
Under international humanitarian law, all armed actors are obliged to actively protect health care. . . .
I wish to be clear that as a United Nations agency, WHO is politically impartial, and is committed to supporting the health and well-being of all Israelis and all Palestinians. . . . Bullets and bombs are not the solution to this situation. War will bring nothing but destruction and horror, and it will do nothing to make the region more secure – in fact, the opposite.

Power outages and shortages of medicines and health supplies in Gaza Strip hospitals are hindering the delivery of life-saving medical care. Attacks on health care have been recorded by WHO, resulting in deaths and injuries of health workers and affecting health facilities and ambulances. As the situation evolves, there is an urgent need to establish a humanitarian corridor for unimpeded, life-saving patient referrals and movement of humanitarian personnel and essential health supplies.
